In the years to come, Nanjing will enhance its economic and social development with a scientific outlook on development as the master concept and stick to giving priority to enriching the people, to science and education, to environmental protection and to resource efficiency so as to realize the five strategies of “enriching the people and strengthening the city, boosting the city with scientific and educational development, governing the city by law, culture-enriching Nanjing and Green Nanjing” and build Nanjing into an international, modern culture-enriched green capital with booming economy, distinctive cultural characteristics, beautiful living environment and harmonious society.

First, realize the new transfer of economic development model. Priority will be given to advanced manufacturing industry and modern service industry and establishing the dominant position of the Advanced Manufacturing Center of the Yangtze River Delta and Modern Service Center of Jiangsu Province. Implement the strategy of putting the industrial development first to speed up establishment of an industrial and spatial structure meeting the requirements of modern industrialization with hi-tech as the leading force. Build an advanced manufacturing system in Nanjing featuring technical innovation, industry clustering and manufacturing informatization meeting international standards. Speed up development of hi-tech industries. Enhance the strategic industrial restructuring to improve the economic development level.

Second, speed up improvement of urban modernization. Implement the strategic measures of “improving the south of Yangtze River in an all-round way and accelerating building of the north of Yangtze River” to launch the development framework for Pukou and Luhe and building a new structure of “trans-river development with Yangtze River as the axis”. Build the airport, the harbor and the information port and a modern traffic system featuring a highway network and rail traffic network. Exercise the digital management mode in the city to enhance city management with scientific and intellectual measures.

Third, boost the conservation culture. Put the goal of building a resource-efficient and environmental-friendly society in an even more prominent position so as to realize resource-conservation development, clean development and safety development. Develop the recycling economy vigorously and boost energy saving and emission reduction. Improve laws, regulations and policies conducive to energy and resource conservation and ecological environment protection, popularize advanced and practical technologies and increase resource- and energy-utilization efficiency. Increase financial input and enforce pollution rectification and prevention and ecological recovery so as to improve the living conditions of the people. Constantly enhance the conservation culture building and build a green capital with better living environment.

Fourth, create a new situation of building a culture-enriched Nanjing. Implement a batch of projects with cultural symbolism and forge the image of historical, revolutionary and modern culture. Vigorously develop the culture industry and foster large-scale culture groups. Build cultural brands with great influence and support the culture industrial cluster and cultural creativity industrial park, extend the culture industry chain and speed up development of 10 dominant industries such as creativity, press, publication, film, television and cartoons. Build a culture industry system with the advantages of historic and cultural cities and the characteristics of Nanjing.

Fifth, create a new pattern of regional cooperation. Accelerate the building of the Five Centers (Yangtze River International Shipping Logistics Center, Advanced Manufacturing Center of the Yangtze River Delta, Modern Service Industry Center of Jiangsu Province, Center of Science and Education of China and Forestation Center of Eastern Cities), vigorously improve the production, consumption, employment and service functions of the city, significantly increase the comprehensive competitiveness and agglomeration force of Nanjing and enforce the position of Nanjing as a regional center. Try to make the win-win cooperation of the infrastructure facility accessory building, resource development and environment protection and market building in the region a reality. Vigorously make innovation in the city’s management system, improve regional development and coordination system and try to build a long-term benefit compensation system. Unwaveringly enhance the integration of Nanjing City Circle and Yangtze River Delta and try to build Nanjing into an important growth driver of the region as well as the whole country.
